The State Employment Security Agency is examined in relation to local economic adjustment. An effort is made to set forth the sort of activities that take place at the local level when economic adjustment becomes necessary; suggest those things the Employment Service (ES) might do to support such activities; identify the constraints under which the ES labors in this regard; and suggest the changes that might be required if the ES is to be seen and used as a labor market adjustment tool. A substantial redesign of the ES is proposed, including a redefinition of role, reexamination of its financing structure, reassessment of the specific functions it might take up and the way those services might be packaged, and a look taken at the issue of competition between ES and private employment agencies.

Aufgrund der zunehmenden Nachfrage nach Daten zur Arbeits- und Berufsforschung wird im Bereich der Statistik der Zentrale der Bundesagentur für Arbeit ein Forschungsvorhaben zur Bereitstellung anonymisierter Mikrodaten zu sozialversicherungspflichtigen Beschäftigungen bearbeitet. Ziel ist es, Verwaltungsdaten auch für Forschungszwecke zu erschließen und in breiterer Form zugänglich zu machen. Beginnend mit dem Jahr 1998 beinhaltet der als Panel aufgebaute Datensatz 18 Wellen mit je 600.000 Beschäftigten und wird einmal jährlich aktualisiert. Seit 1999 werden auch geringfügige Beschäftigungen erfasst. Als Datenquelle dienen die Quartalsdaten des Beschäftigungsstatistik der BA, die aus dem Meldeverfahren zur Sozialversicherung stammen. Der Datensatz umfasst 52 Merkmale, sowohl individuelle Merkmale der Beschäftigten als auch betriebliche Merkmale der Beschäftigungsbetriebe. Da die Daten dem Sozialdatenschutz des Sozialgesetzbuches unterliegen dürfen lediglich anonymisierte Datensätze an Forschungseinrichtungen übermittelt werden. Zur Anonymisierung wird u.a. die Sozialversicherungsnummer durch eine zufallsgenerierte Personennummer ersetzt, sensible Merkmale werden entfernt und Merkmalsausprägungen werden vergröbert. Zudem basiert das Beschäftigtenpanel auf einem Stichprobenverfahren, nach dem Beschäftigte anhand ihres Geburtsdatums ausgewählt werden. Von der IAB-Beschäftigtenstichprobe unterscheidet sich das BA-Beschäftigtenpanel in Hinblick auf Datenaufbereitung und Auswertungsdesign. Während bei der Beschäftigtenstichprobe der Schwerpunkt auf Verlaufsanalysen liegt, stehen beim Beschäftigtenpanel Untersuchungen stichtagsorientierter Querschnitte im Mittelpunkt. (IAB)

The aim of this article is to present changes in the employment policy in Poland after the Second World War(in a synthetic manner), with particular emphasis on employment agency and vocational counseling provided by employment offices. Due to the wide range of research issues, the considerations focus on legal and organizational issues as well as the objectives and development directions of employment services.The article uses two historical methods of research: philosophical and statistical. What is more, following source texts were analyzed: legal acts, printed sources, archival sources.After World War II, public employment services evolved compared to the period of the Second Polish Republic. Their main goal was no longer to mitigate the effects of unemployment, but to eliminate it and achieve full employment for the needs of the expanding economic compound. In addition to traditional job placement, a number of instruments for recruiting and activating the workforce has been introduced, including vocational guidance. Poland's entering the path of socialist industrialization led to a further transformation of the activities of employment offices as well asto the elimination of vocational guidance.

Individual interviews of Improved Career Decision Making (ICDM) workshop‐trained counselors and focus‐group interviews of 41 clients in high schools and state employment agencies in 3 states resulted in findings that may have significance for ICDM training, counselor education programs, and effective delivery of career counseling services to clients. An important emerging concept relates to the notion that exposure to strategies derived from career decision‐making models alone will not ensure effective client career decisions. A major implication for counselor training and practice is the need to emphasize metacognitive processing of knowledge and skills (gained from experiential activities) by clients so that they will be motivated to effectively plan for careers.
